China RoHS "catalogue" - delayed?

I understand hopes of a China RoHS "Priority Products Catalogue" in 2007 have virtually disappeared.

It is not yet certain which of the many "ministries" are to be tasked with putting the catalogue together.

Therefore, we are not expecting anything until well into 2008.

So, for now, China RoHS remains a labelling directive with a green pollution control symbol for all EIPs that contain below the maximum permitted level of restricted substance or orange where the level is above the threshold.
