RoHS recast - unless specifically excluded?

So Category 11 will capture all electrical and electronic equipment not captured in categories 1 to 10 unless "specifically excluded". So what is specifically excluded likely to mean?

Well, according to Dr Paul Goodman of Cobham Technical Services, "they are still discussing this although it is fairly certain that LSIT (large-scale stationary industrial tool) will be excluded but the status of fixed installations and transport are still undecided. If any of these are not excluded then they would be in category 11. Any semiconductor development boards that are not currently within any of the 10 categories would be in category 11. Apart from this, any products where the status has been unclear could be included such as extension leads but I can't think of much else".
