WEEE - open scope agreed in principle

On 14 March the Council of the European Union agreed on its first reading approach to revised rules concerning the WEEE (Waste Electrical and Electronic Equipment) Directive.

An "open scope" was agreed in principle to cover all electrical and electronic equipment (EEE) from six years after the entry into force of the recast.

Photovoltaic panels will be included and will have to be collected separately.

The EC can however propose further changes to scope after further analysis regarding the impact on businesses and the environment.

In terms of collections the agreement looks for member states to

collect 45% of the average weight of EEE placed on their national

markets annually.

This would take effect four years after the revised law enters into force. Four years after that the target would rise to 65%.

Negotiations for an agreement with the European Parliament are expected to take place later this year.
