China RoHS progress, or lack of!

Under the proposed China RoHS measures published recently the scope will be extended from "electronic information products" to "electrical and electronic products" .
Chinese authorities are working on various standards that should be published shortly. These include "marking for the control of pollution caused by electrical and electronic equipment" and "guidance on risk assessment for certain hazardous substances contained in electrical and electronic equipment".
Other standards under review include "general rules on the screening of restricted substances in electrical and electronic equipment - x-ray fluoresnence spectrometry" and "application requirement of the soldering process for lead-free components".
So, some four years late there does, at last, appear to be some progress on China RoHS including the move from electronic information products to electrical and electronic products more in line with EU RoHS.
However, as is the norm, information is fairly sparce.

2 new additions to the RoHS exemption list

The European Commission has added two new entries to the RoHS exemptions list.

The annex to RoHS directive 2002/95/EC is amended with the addition of:

7(c)-IV...Lead in PZT based dielectric ceramic materials for capacitors being part of integrated circuits or discrete semiconductors

40...Cadmium in photo resisters for analogue optocouplers applied in professional audio equipment.

In January 2013 Directive 2002/95/EC will be replaced by Directive 2011/65/EU (RoHS recast) and exemptions will automatically expire after 5 or 7 years unless renewed.

ECHA - new SDS guidance

ECHA has published new (September 2011) guidance on compiling Safety Data Sheets (SDS) that provides information on the issues to consider including what is required within each section. It also takes into account the changes arising from the revised Annex II of the REACH regulations.

RoHS CE mark-a worried industry

The RoHS Recast Directive 2011/65/EU contains new CE mark obligations and a standard format, in Annex 6, for a new Declaration of Conformity for "finished goods".

Looking at my mail box the CE mark obligations are already causing industry some concern.

In the UK, NMO is aware and are hoping to publish guidance later in the year but this is not straight forward, especially when you open it up to the wider CE picture.

Definitely one to watch this space.

Conflict Minerals - on the starting blocks?

If RoHS CE is the big topic in town the UK is starting to consider the possible implications of Dodd-Frank otherwise known as Conflict Minerals.

While it is not clear what to consider yet there are noises from the US that there will be more detail published before the end of the year.

This will run and run and business will have to decide whether to concentrate its limited resources on RoHS CE Mark or Conflict Minerals or try and tackle both at the same time.

With China RoHS finally showing signs of life 2012 could be the year of data collection or spending an absolute fortune on so called third party options.
