Circuit Trace is selling it and it is a neat way of locating pcb traces and unwanted short circuits.
The idea is that you attach the hook to the circuit node suspected to have a problem and wipe the brush over the pcb surface.
The CT100, for that it what it is called, bleeps every time a connection, whether intended or not, is found.
