Smartcards may be the unlikely beneficiaries of a cut in the duty paid on playing the football pools. The pools firms have agreed to invest in new smartcard-based pools collection systems as a quid pro quo for the tax cut which they claim was needed to fend off competition from the National Lottery.
Along with measures designed to encourage small firms to make more efficient use of IT such as the Internet, the government is also announced new money supporting plans to put computers in all schools and to supply teachers with portable computers.
But the amount of money available was criticised as being inadequate. The ?20m available may only be enough to give 5 per cent of the UK’s 450,000 teachers a laptop, critics argued.
